it should be. same everything except a higher clock. so lowering the clock through bios should be simple enough if it doesn't do it automatically

Yes it is, it will run all of the RAM at the slowest speed and timings.

Yes they are, I personally have pc133 in a pc100 dell laptop. works fine.
