Help! PSU might be working might not!

I have a PC power and Cooling silencer 750 watt, and when I turn it on the MOBO lights up (All I have in is MOBO and case fans) but the fans don't spin, so I plugged in a flash drive and it light up, I have my 24 and 8 pin connected. What's the problem?

You might want to include some specs, you know mobo at least. Are the fans plugged into the mobo or the PSU directly?

I have a P%Q Pro, fans are plugged in directly in to psu.

Does the PSU pan spin up when you turn it on? If not, is the PWR switch connected properly to the mobo? You may try shorting the PWR pins on the mobo front panel header to rule out a bad switch. Then plug a hard drive and a fan into the PSU and nothing else, then short the green pin to a black pin with a paper clip, pins 16 and 17 will do.
