Low power budget gfx card

I need to recommend a low price video card for a friend to upgrade too.

He has some kind of newer lower end pc (dell/compaq/emachine not sure), with a pci-express slot available, but probably stock power supply of 250 or 300, so will need to be lower power.
The only thing he plays is WOW and surf the internet, no first person shooters, so fps is not quite as important.
Any suggestions would be helpful

I'm pretty sure it is a mid sized case, but there could still be some issues in fitting a card in. I do know he has a free pci-express 16 slot. I still think the only problem would be power.
I have yet to find someplace to search on video cards specifying either low power requirements, or no extra power connector.

HD 4670 is an excellent card considering it doesn't need an extra power connector. Pretty low power requirements, it only uses ~60 watts.
