I have this optiplex 320 with X1300. And I want to install the graphic card HD 4670 which requires no additional power cord. My concern is that its PCIE16x has only 25W maximum, which is unusual and just wondering if it will be an issue?

Upgrade the power supply yet? Maybe the dell ps won't work; never heard of any 25w maximum on a pci-e slot.

It is not about PSU. It is about the power is supply from PCIE 16x is only 25W.
