Technogycally, files can be retrieved but need some special tool like some recovery programs.

secure format?????/ what you are looking for..
format option available during OS installation is good enough..
or you can do it with partition managers like EASEUS Partition Master....

but there are lot of tools available to recover the data..

only way to get rid of the data is to break the platters in HDD

Thats not true, if you just format disk its still possible to recover data that were there previously. What most secure format/delete programs do is overwriting sectors on disks with random 01s to prevent possibility to recover data.
Ideally several times as its still possible reconstruct data after overwriting them, but its expensive and not accessible to normal users.
