I just bought a new OEM one of these for a pc I'm building. There is no jumper with it? Do I have to have one? And if so, should I have gotten one with it?

I'm going to assume that the drive is Serial ATA. The only time you would need a jumper is if you need to force the drive to run at Serial ATA/150 speeds. It should work fine without a jumper, unless you're putting the drive in a computer old enough to have one of the first Serial ATA controller models.
