Right-click a blank area on the desktop, and then click Properties.
Click on the Desktop tab, click Customize Desktop.
On the Web tab, uncheck any of the selections available
Click OK
On the Display properties window, Click Apply and Ok

This can happen when the mouse control gets stuck, or a stuck keyboard key. Reboot the computer should go away. If this continues to happen, try a new keyboard and/or mouse.

Not sure if Tigs suggestion will do anything here.

I'm not sure what OP really means by "highlightde."

I was thinking they have a background color under the text, but maybe they were all selected?

There is not enough information to provide troubleshooting tips. When you say highlighted, do you mean all the icons are selected or are you referring to the icon labels not being transparent anymore?
