clocking core under 500MHz at 2d mode in 4870???

we know that one of the weak point of 4870 compared to gtx 260 is 4870 draw more power at idle (about 140w vs 110w).i thought if we could make the 4870 run at lower clock in 2d mode like gtx260 does, maybe it changes situation.
yesterday i tried make new profile in CCC,then i edited it, set core clock of my 4870 to 300MHz at idle (just to save more watts at 2D mode)and 800 at load (to get beyond 790 barrier in overdrive). the idle clock at 300 detected and run seccesfully. but not with the 800MHz clock. it still run at 790 under 3d game.
i wanna ask, is it save to clocking core at 300Mhz or below(maybe 100) with no change to voltage? is this really could save more wattage, or just the same as 500MHz do?
how to get acces to 790+MHz clock?
and where i can download ati tray tool that fully work with radeon 4000 series?



n i also have an info, for you that asking why radeon still a bit slower than nvidia in crysis,or far cry2 using driver 8.12,or not as strong as in yesterday COD MW and for you who don't feel big fps gain in catalys 8.12, maybe now you can find the answer in pcgameshardware.com. Looks like ati render more texture, more shadow, more fog, and smoother edge in catalyst 8.12. let's check it out..

have a look at techpowerup forums, theres a subforum for rbe and in there i think theres a discussion on undervolting the 4870 which caused better wattage reduction than just underclocking.

there was someone who testing just underclocking and i think it barely saved a few watts.
