Proper way to install fan with a backing plate? lga 775...

Hi, I got a new CPU and MoBo used and don't have the directions for the heatsink/fan.

Should I tighten all 4 (spring loaded) screws down as much as I can?

I'm getting pretty warm temps, and not sure what I'm doing wrong...the screws just stop at a point, (While tightening) , and wondering if I should try to loosen or tighten them more?
