Coolng Fans

Does anyone have information dealing with cooling fan mount position data?
Is vertically mounted better; or is horzontally mounted better ? Which position is quieter, and which position pulls lower start up current ? I would assume that horizontal mount position flows heat faster due to havng a vertical air flow direction ( I E Heat Rises ). CPU coolng fan position and case cooling fan position are the inquiry here. I have heard of gamers putting a top blow hole fan on there case wth great success and havng a fresh air inlet right at CPU and Cards. Is there an optimum air in/ air out config. Some cases have a prehole pattern for inlet air on the side of the tower as well as the back.

Does brushless pull more start up current than a brush type unit ? Which unit lasts longer. I have heard bad and good about brushless.
