So a buddy of mine has an OLD (4 year) PC from Dell, an XPS 4th gen desktop. He does mild gaming, mostly Vangaurd. His mobo has a PCI Express x16. Will it be able to run a 9800GT from eVGA which is labeled for a PCI Express 2.0 x16?

yep. no probs. just make sure the psu is good enough..
