Do you want encryption, or just prevent people from logging on?

The whole drive, or part of the drive?

Enable NTFS level security, then you can go to the drive (right-click the drive in my computer) and set security properties - give full access to the users that you want to give access to and restrict the others

You can give full control, read & write, read ,execute permissions to individual users.
Hope this is what you were looking for.

You can also encrypt the entire drive. Once you do this, the disk will be unreadable on any other system without the encryption key.
