USB 3.0 and Gigabyte

I may be getting a Gigabyte X58A UD7 soon, so before I decide I need to know, is the issue where USB 3.0 and SATA 3.0 uses the bandwidth from the PCI-E slots, only an issue if I'm using all 3 x16 slots?

I may be getting 2 graphics cards for SLI/CF, how many PCI lanes do I need to be using before the USB/SATA or PCI lanes are impaired?
