I had to manually set the timing on my memory, did I do it right?

I have the Gskill ripjaw series of memory. It's 2x2=4gigs of DDR3 ram at 1333mhz.
It's supposed to be 7-7-7-21, but in my bios it was set to 9-9-9-24. I manually set it to 7-7-7-21.
In Everest it says the command rate is "2T"
Is this correct? What does Command rate mean?
