Run Command not showing

When I click Start the Run command is not showing at all. What can I do to fix this? Any useful tips would be highly appreciated. Thanx

Right click on the bar on the bottom of your screen.

Properties/Start menu tab/Customize/Advanced

Scroll down and check the "Run command".
