Need advise on small cpu air cooler

Right now I'm using the e8400 stock fan, and my temps at full load sometimes exceeds 65c, so I'm worried sick!, it idles between 35-40, but it has too damn high temps at full load, so I need a good enough cooler, small one preferred.
I don't care about the noise, but if it brings a fan speed controller better.

I'm looking at scythe katana3, but the reviews I'm reading, doesn't improve much compared to the stock fan..., My price range would be 30€ top.
Any suggestions will be appreciated.
