New Build Input (fsbt voltage)

Hello-
I'm about to build my system, but, the catch is - this is the 4th time building it.
The last 3 tries were with 3 different RMA'd ASUS mobos.
The 1st board had memory controller issues (even after trying 3 sets of new RAM).
The 2nd and 3rd ASUS X48 Rampage Formula mobo's had critically high FSBT and SB voltage issues - strange.
I tried these boards with all 3 RAM sets, 2 different PSU's (new) - still high FSBT and SB voltage, so I RMA'd them too.

New build is with an X48 GIGABYTE DQ6.
What if the voltage is high again, does that mean my CPU is screwed up?

build:
CASE: Thermaltake Armor Series (with 25cm side fan and 6 other fans)
CPU: CONROE intel e6850 3.0
VIDEO: ATI HD 4870 (do I need to hook up 2 6xPCI power to it????? help* - brand new replacing my Ati x1900gt for this build)
AUDIO: Onboard Gigabyte
RAM: 4x1 gb OCZ HPC edition 1200 (run at 1066 probably from default)
HDD: 2 x seagate 500 - 32 mb cache
OPTICAL: 2 x liteon dvd burner
MONITOR: 24" Samsung (run at 1900 x 1200 60hz refresh - 72)
CPU Cooler: Arctic Cooler
+ G5 mouse, G15 keyboard

The HD4870 is new, its not the x2 version, just the single - but, it has 2 power connectors ... do I need to use both powers in? Or is that crossfire specfic?

Also - can I use canned-electronic air to clean the CPU off prior to install?
Will this pose any problems?

Any problems forseen on this build prior to construction?
