No Signal to monitor after first shutdown

My problem is that when i turn the comp on, the fans turn and everything runs, except that the monitor receives no signal and then the light turns yellow. The mb doesn't beep.
I have cleared the CMOS and it will power up and enter windows xp, but after the system shuts down, the monitor problem reoccurs. Cpu temps r 34-36 idle and 37-39 while running.
Here is my system:
Intel E8400 cpu
Biostar TP43D2-A7 mb
2x1GB Corsair DDR2 XMS2 memory
Antec Basiq 500w psu
PNY nvidia GeForce 9600GT 512MB graphics card
Western Digital 500GB SATA hard drive
Help would be appreciated.

Oh, and when i start it up a second time only one of the two LED's light up. According to my manual, it means VGA error, but if i clear CMOS it will start up again.
