PC Reboots when a blanc disc installed

Hello,
I have a Gateway 7200 MC (Media Center edition) desktop with a Nec dvd-rw drive and a samsung dvd-rom drive, the problem is whenever i put a blanc disc in either drive the system reboots and I can not write to either drive. When I put a "factory" burned disc in I have no problems. When I go to the device manager it says that both drives are working properly. Any ideas what is going on?

Ensure that the data and power cables are properly connected to the drives and the board. Also ensure the cables are not frayed or worn; it sounds like there is an electrical discharge causing the board to re-boot.

I have replaced the cable, power supply and checked the connections a couple of times with no change.
It will spin up and then reboot.
Works fine with a "factory" burned disc.
