You may have the wrong agp card for your agp slot. Check the specs carefully. Most newer boards will work with any agp 4x or 8x card, but it depends on the board. Also, if it's a high end video card, you may need a better power supply. You can also see if you can disable the onboard video in the bios before using your card.

A bad video card wont keep a computer from booting, it will only keep you from getting video on your monitor.
Is it really not booting, no fans or lights? Or are you just not getting video?
