Motherboard issue?

i just build a new i7 rig and im having issues making this thing run right. i think i narrowed it down to a mobo issue. when i try to boot up my computer it does one of 3 things. 1: it boots up normally no problems. 2: i turn it on and it starts booting up, clicks, seems to turn off for a split second, starts back up, clicks, and does that a few times before booting up all the way up into windows. 3: it starts up with the initial problem as number 2, but it then doesnt load up the bios at all and the comp sits there and does nothing with full power and fans running. sounds like a pretty obvious mobo issue to me someone told me that it could be a grounding issue....but as far as i know, putting plastic between the mobo screws doesnt do anything...but im a reckless builder. should i bother with that?

last thing. besides the boot issue, windows seems to freeze randomly....but it doesnt freeze the mouse pointer. so i can still move the pointer, but windows wont resond or do anything to my clicks...could this be related to a mobo issue as well?

any advice is appreciated. thanks guys.

I would check the standoffs and see if one is loose. You can also check the backplate for any metal to metal contact. The backplate should be flush (even) with the case. I always have to bend the metal tangs on the plate to prevent some from interferring with the lan connection. Did you do a fresh windows install when you changed boards?
