Slower CPU Performance After Reformat

I downloaded windows vista eternity 64 bit OS, and a month later it got deactivated. I got tired of all the crap it wasnt allowing me to do so i reformated my system.

CPU - E8400
Motherboard - Asus p5q pro
GPU - 9800 GTX+
Ram - 8 gigs g.skill 800
Cooling - Arctic freezer pro 9

I overclocked to 4.0 with 1.31 vcore, and idle was 33 and load was 45 on stock cooling.

Before reformat passmark cpu score ranges from 3100 - 3300
After reformat passmark cpu score is 2200-2500

Is there a reason why its slower now? i reinstalled all the drivers and everything just like i did when i first built the computer. and how can i fix this problem? thanks!!!

they were still there, so i was wondering why i was getting slower performance. Then i reset bio to default to see if anything would change to normal. and i got 30% below what stock cpu performance should be. Then overclocked it back to 4.0 and only got 2500, which was 800 points slower than original.
