Boot up problems

I get an error about a missing/corrupt file so I tried to do a system restore but my keyboard is unresponsive, I have tried USB and the original keyboard plugin, any ideas?

Use another keyboard on another usb port. your mouse will work?
If you are in the boot screen if you press delete or F8 will you get any response from it?
Is it onlay your keyboard or is it the same with your mouse?
