Home network dilemma-Help

Basically I have a network set up at my home.  I use it for my stand pc and my laptop.  I have couple neighbors that would be interested in using my wifi. The thing is I’ve been looking for a tool that could help me out with this. 
 
I’m looking for something that will let me control the wifi users.  I did some googling and couple leads that I found was either VPN by cisco, hamachi, open vpn, but I’m not sure if that’s what I need-this is why I hope some of you guys may know where to look for. 

Things I need:

1)Have the control of limiting the bandwidth access i.e: I have 10mb I wish to access only 1mb/user
2)Be able to create a unique key for individual ( so let say their access is only good for the particular pc with specific ip/key-so nobody else can use it but just them)
3)Have the ability to monitor their daily usage in details.

I found something called netlimiter but i dont know if it will do the job.
