In counter-strike: source I get fps drops as low as 40 fps. I've talked to other people that have the same cpu as me and they said they never drop below 100. <-- This is where I got stumped, I have no clue what the problem is in this system if it's not the cpu. Is my RAM too slow or is my mobo junk?
What resolution are you running at? Your friend may have the same cpu but if they are running at a different resolution or have a different gpu that might account for the difference. Also do they overclock their cpu? Can you overclock yours?
Something I just thought about, how many sticks or ram do you have? Try cpuz and check the memory tab to find out. It will also tell you what speed your memory is actually running at. If it says 266 single channel that might be the problem.
Does it say single or dual channel? If it says single then it is running at 266, if it says dual then it is actually running at 533. The only other thing I can think would be your bottleneck is some programs running in the background.
Are you running any programs in the background that your friend isn't? Not knowing your friends exact hardware its hard to say why yours would run slower than his.
