I've just put together a system with an AMD 7750 on a Biostar TA790GX 128M mobo. The temp is shown in BIOS as 11c -20c and in in the OS (speedfan, AMD Overclock, HardwareMonitor, CoreTemp) shown as 4c - 10c
This is obviously NOT correct. What should I expect is the cause of the problem? CPU? Mobo? BIOS (though I'm running the newest one)?
I think the thermal diode that is in charge of temperature is defective. Maybe you should contact the manufacturer and ask.

that is definitely not right, unless your room temperature is about 3c! sounds like the cpu's temperature sensor is not working properly. it would be a good idea to RMA it.
