Dual core CPU not running evenly

I have an intel G965SS motherboard and running an E6400 dual core processor. My HD crashed and I got another one. I installed windows XP and motherboard drivers from cd. The system runs very slow when running programs with graphics and sound. I checked my cpu usage throught task manager and one side of the the dual core seems to be doing most of the processing while the other pretty much just stays below approx. 10% usage.

This system used to run great. If anyone has suggestions please let me know.

For XP, that more or less normal. Unless something is coded for two cores, XP simply gives as much data to Core 0 as possible, and if that core is too busy, only then will the other core be assigned work.

Now, if Core 0 is running a constant 95%, then we have a problem. Its probably a driver issue, if i had to take a bet.
