I am running a athlon II x3 and the new owner is complainig that the fanid too loud. I attempted to use speed fan to fix it but it is still running around 6000 rpm. I tried the bios and it set it to a 4 volts but it goes down to 5000 rpm. What software can I use to slow down this fan so I ca make this sale?

Get a better heatsink. The tiny fans on the stock cooler is silly loud.

The customer is a bit picky too, but get $50 from them and buy another cooler.

You drop the RPMs, you chance overheating the CPU. have you checked load temps on it at the lower speed?

The temps at 5000 rpm is about 38 degrees c on idle and an average of 49 at a constant load. Unfortunately this is a budget build and he won't pay for more than what's allready been put into the computer. I am not planning on loosing money, which leaves me with a small amount of money to buy a new heatsink, what budget heatsink would be effiecient or at least quiet for $10-15 dollars?
