The HD4830 is two tiers higher on the chart which appears at the end of the latest "Best Video Cards for the Money" article that Cleeve maintains. Unless you don't have a PCIE power connector, or have only a 350W PSU (or a cheap "500W" one), that's the one to get.
Still, the HD4670 is five tiers higher than the 7800GT, so you're going to get a big jump either way.

The HD 4670 is good for gaming up 1280x1024 sometimes as high as 1600x1200 (with reduced settings) in some games (google the reviews yourself).
Choosing between the HD 4670 and the 4830 comes down to how much you want to spend. An HD 4830 will future proof you for longer but you pay price for it.
It's also a question of power, but then again he can upgrade his PSU too.

Like jtt283 says its down to available power and of course cash. The 4830 is the one to get idealy but you may have issues with things like the CPU restricting the processing power the GPU can use. If you have a fairly new CPU either a X2 or a core 2 then go with the 4830 but if you are using a P4 or something similar then the 4670 would be the way to go.
I would look on it like this, if the two cards are similar in price and you have the PSU to run either then get the 4830, but if your PSU is doubtful, you have a weak CPU or you just want to save some money then go 4670.

That CPU is still up to task for most games, it all depends on how much you want to pay for a video card. I would personally be looking for at least a HD4830/9800gt.
