I just set up an E7400 on a $50 Asus P5Q mobo and really cheap kingston DDR2-800. I am running XP.
I made sure to disable the CPU throttling stuff in the mobo.
I loaded up CoreTemp and Superpi when I got into the OS. The CPU is running at the correct speed, 10.5x266=2.793 or 2.8ghz. I ran Superpi 1m and it finished at 44 seconds!
I know superpi isn't the be all, end all of benchmarks but that does tell me something is wrong. I got a lot of crap for being worried about it on a Phenom X4 that was doing it in 1m 50s before.
What would cause this though? The ram is a single 2gb DIMM of Kingston DDR2-800. It was $23, is that a problem? I checked in the bios and auto set the timings to 5-5-5-18.
Any other ideas?

Core2 at 2.8 should run SuperPi 1M in about 18 sec.
You could also try CPU-Z to see if it says you are running the CPU at full speed. I don't know what else the problem could be unless it has to do with the ram settings. You didn't say what multiplier you were using with the ram.
