Step speed in my BIOS is disabled, (apparently factory conditions have it disabled automatically)
but my multiplier according to CPU-Z and Nvidia monitor is still jumping around.

What's the problem here? Should I just go ahead and enable step speed?

Specs:
E8400 @ 3.0GHz stock, usually OCed to 3.2 or 3.4
EVGA 780i mobo

i think your talking about speed step. speed step is a power saving option. when your computer is idle, speed step will automatically bump the cpu multiplier down to reduce the clock rate, save power, and make the cpu run cooler. some OCers say you should disable it because it makes the system less stable. i however have never had such a problem with speed step
 
yes that's what I meant. In BIOS, it is disabled (factory conditions have it disabled)...however, my monitor software (cpu-z, ntune, etc) all show my CPU running at 6x or 66% capacity, and back to 100% during load.
