In Power Save Mode

Monitor in unresponsive except to state that it is in "Power Save Mode". Mouse and keyboard light up initially on start up but do not stay powered up. The power supply appears to be working and all fans are rotating but there is no way to restore the monitor as there is no display. Motherboard battery has been replaced, memorty reseated and all power has been disconnected including battery and restarted with the same end result.
