i am looking to buy new ram to be used for an amd cpu. I have an msi nf980-g65 for a board and it states it supports 2133+ ram speed, I think amd cpus run at 1333? my question is can i buy really fast ram e.g. 2300 and have it running faster with an overclocked cpu? or will i just have expensive ram that runs at `1333? I will be overclocking my cpu as well (945 now 1090t later)
or should i just buy a lower lat. 1600 ram?

after 800mhz, performance advantages of faster ram disappear, just get 1600, but remember, with overclocking ram can hold you back big time, so make sure ur memory stays as close to its rated speed as possible, what memory speed do you have currently?

and even though amd officially supports up to ddr3 1333, its the board that really says what can go and what cant, intel only officially supports up to 1066 on i7, and some boards can do up to 2533, so ur fancy ram runs at whatever the board says it does, the official limits of the cpu is just amd saying " if you cant get ddr3 1600+ to run on our product, were not obligated to help you"

The board has almost nothing to do with it. Its the memory controller that matters. This used to be on the board, but its on the CPU now. A low quality board or one that lacks OCing features will hold you back, but the memory controller plays a bigger part.
