I'm replacing my laptop that crapped out on me (old dell inspiron 8500). I mainly used it as a multimedia (ripping/burning CD & DVD) and business (word, excel, powerpoint, internet) with some minor gaming. This is what I'm thinking:

Mobo - ECS A780GM-A AM2+/AM2 AMD 780G HDMI ATX AMD Motherboard

CPU - AMD Athlon 64 X2 6000+ Windsor 3.0GHz 2 x 1MB L2 Cache Socket AM2 125W Dual-Core Processor
=http://www.newegg.com/Product/Product.aspx?Item=N82E16819103773]

CPU Cooler - ZALMAN CNPS 7500 AlCu LED 110mm 2 Ball CPU Cooler
=http://www.newegg.com/Product/Product.aspx?Item=N82E16835118035]

HD - Western Digital Caviar SE16 WD5000AAKS 500GB
=http://www.newegg.com/Product/Product.aspx?Item=N82E16822136073]

Memory - G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Dual Channel Kit Desktop Memory

This set up puls me right around $300

Plus optical drive, wireless adapter, keyboard, and case

I opted to use the onboard video because I can save up and buy a better one later instead of squeezing one into the budget

Go to your local electronics shop and get a keyboard and mouse there... shipping for a keyboard and mouse costs as much as the item when you shop online!
