Video Issues on Boot - EVGA 8800 GTX

My machine has been running fine for about a year and a half, but a couple of days ago I booted it up and the screen had red pixels and the text was interspersed with strange symbols. The following screens (i.e. Windows XP boot screen) were also messed up to the extent that I can't use the machine.

I have been using an EVGA 8800 GTX video card. My power source is a 750W Thermaltake Toughpower and the motherboard is an EVGA nforce 680i SE SLI. I pretty much installed everything "as is," so nothing is over-clocked as far as I know.

My first impression is that it was an overheating issue, so I went through and removed the dust from the machine, which was plentiful throughout the system. However, even after cleaning the same screen artifacts appeared. Does this mean the video card is damaged? Could this be a problem caused by any other part of the machine?
