Every time I reboot; turn off, then turn on my desktop computer the checkdisk disk repair utility attempt to fix bad sectors prior to the operating system starting.
The problem is, the bad sectors never get resolved.
I have tried different hard disk utilities without success.
Any suggestions short of re-formating my hard drive?

Yes, reformat it and see if Windows allows you to install -- if it throws up an error message about the drive, time to scrap it.

And good news if it's under 3 years old, some makers offer longer than one year warranty !
