Looking for an AOL like internet experince

My little brother has disabilities not the least of which is how easy it is for him to freak out at the sight of the silhouette of woman (he thinks of it as suggestive.) the sight of the mudflaps on big rigs on freeways so ya see what I'm getting at.

He wants to get on the internet to get to several of his church websites for study and such but he needs a very controlled enviornment. My understanding is that AOL is just about dead so that's not a realistic option. Does Apple have anything like that? Is there a tool like one of those over produced internet firewalls out there that can do what I need?
