Well, only thing I think that would work would be SetFSB. I don't recommend overclocking a laptop CPU though, because it's a lot harder to control settings and also temperatures would be a great pain.

Yes Laptop OCing Is just painful. You wont get very far before you overheat.

Does your laptop have:

1) E5xxx Series CPU

2) E6xxx Series CPU

3) E7xxx Series CPU

(The Other laptop processors aren't Overclockable)
