Windows xp will not boot

Hello, my computer has crashed and has since been unable to boot in either safe or normal mode. I believe it is a hardware problem as the script during boot process is nearly illegible and there are also white dots and green lines during the logo portions of the booting process. Is this the motherboards problem or the hard drive? Or is it a software problem? an help would be appreciated.

Yeah i've found that out, problem is, the on board graphics driver isnt installed so you can hear the computer boot but there is no display. so now ive got to use the computers backup disc and restore default settings. Thanks anyways
