the only parts on NewEgg or Tigerdirect that are refurbished are ones the explicitly say so. All the other parts are brand new.
the Nvidia vs. ATI battle really comes down to price points. At the moment, certain ATI cards are better than certain Nvidia cards at specific price points and visa versa.
Some games also work better on Nvidia products or ATI products too. So you have to know which games you want to play. Toms Hardware has good articles on graphics cards that they update monthly to reflect recent price changes.
I've always personally been a fan of Nvidia... but thats just me, and the games i play
