CPU overclocked from 2.4GHz to 2.66GHz @ 67oC 100% CPU load

I have a Core 2 Quad Q6600 overclocked from 2.4GHz to 2.66GHz. I did a stress test and at the middle of the stress test at got 67oC. Is this too hot for a CPU at 100% load?

When its idle its 40oC. Is this okay too?

It's fine, just making it past 74c is the danger zone, which can cause stress tests to fail by temperature alone.

Still making it lower should still be your goal.

Right now im using a stock HP ELite micro-atx case and everything else is not stock except for the cpu and i got a 600W psu and that might be heating up the pc. And I dont think its gonna fit in my small case

Yes, that's OK at idle. Idle temps can vary, some of us think the sensors are not accurate at lower temperatures.

You can put an aftermarket cooler on that Q6600 and overclock it well past 3GHz, AND its temps will be lower than what you are getting now.
