Q9300 help

So I have a q9300 and it supposed to have a cpu core speed of 2.5 ghz but when I run cpu-z it says 2.0 ghz and if I wait it will jump to 2.5 and then drop back down again. I am no expert but I am sure it should stay in the range of 2.5 ghz. Any ideas?

My Specs:
Mobo: Asus striker II formula with 2001 bios (latest one)
CPU: q9300 quad core 2.5 ghz 45 nm
Memory: 8 gigs (4x2 gb) g. skill DDR2PC8500 at 800 mhz (can't get it to run 1066, don't know how)
GPU's: 2 8800gs's SLI
PSU: 650 watts

I have my bios settings on default, I haven't altered anything in bios, only thing I have changed were my gpu's on riva tuner to make them match. Any suggestions on how to fix this issue, please help this noob :)

This is speedstep in operation. The multiplier drops to 6 when the cpu isn't under load, then jumps up to 7.5 when it is needed. You can disable this in the BIOS.
