Security Center Problem

Hi!!! I'm new here to the forums.
I tried to search my problem in google, but no avail.

I reformatted my computer (WIN XP SP3)
after installing the drivers (which required several restarts) I noticed the computer suddenly slowed that.

It takes a LONG time for the security center notification icon to show up.
And IT AFFECTS ALL my applications like.
-Browsers start, but only stays in it's homepage. IT JUST STAYS THERE
-My Computers load
-My Network Places don't show up
-All games don't work
UNTIL that Notification icon shows up. Everything is back to normal.

However, it takes almost 2 min for that thing to show up.

Here's my specs.

AMD Athlon XP 3.00GHZ
Nvidia GT220 1GB
2GB Ram
500GB HDD

I think I would open Task Manager, go the processes tab, and see what is running. It sounds like you have one or more programs that are hogging your resources at startup. Many programs will default to begin at startup (e.g., Adobe stuff, RealPlayer, Quicktime, google stuff, etc.) Many do not need to run at startup. Using Start>Run type in msconfig to disable the programs you do not need to run at startup.
