to be able to access the control panel. Be it online and offline?
And how to remove restriction for a user to be able to defragment?
And to enable Virtual memory to customer size to be set?

If you are an admin, you don't need any special steps, if you are not, you need to be.

If this computer is part of a domain or some-one is in charge of setting group policy on it, contact whoever takes care of the computer.
