Just double checkng, but did you plug in your 24 pin AND 4/8 pin power connector? the 4/8 pin power connector is located ussualy around the cpu. An easy mistake that a lot of people miss.

can you also give us info on what are the specs for your computer?

It might be your video card. I've had the exact same problem with my 9800 GTX+, I put everything in, and the monitor wasn't showing anything. so I rechecked everything and found out I forgot to plug in the estra power cables for it.
Also what kubes said, it so happens that it's a mistake that happens to alot of people, plugging in the 24-pin power-conn but accidentally forgetting to plug in the 4/8 pin power-conn (well it's happened to me a couple of times, I get pretty hyped up and excited when I build my PC :D )
Check that you have plugged in the 4/8 power-conn, if you have a more powerful video card check if you have properly plugged all the extra power cables, inspect the card to see if it's properly seated in its socket, or if you properly connected the VGA/DVI cable of the monitor to the video card. You might also wnat to check if you plugged in the monitor properly, maybe you haven't pushed the power cord connectors fully into the outlet, or into the monitor's AC socket.
(sorry if my english is bad I'm not english)

the other 4 pin connector is for boards that require an 8 pin connector. You have to plug both 4 pin connectors in to make an 8. Not knowing any of the specs for your computer I cannot tell you if your mother board requires only 4, or if it needs 8.

Does your case fans and psu fans turn on?

plug both the 4 pin connectors in. That board is made to handle an 8pin connection. Give that a shot and let us know. Another thing to check is make sure the fan for your cpu is connected and getting power. It should plug directly into the board.

Plug both 4-pin power-conns on the 4/8 pin socket on the motherboard. Look at the shape of the pin sockets on the mobo and the shape of the pin covers on the plugs, or try them out on the motherboard 4/8. If the plug doesn't fit in, don't insist or push too hard on it as you might dmage the 4/8, the plug or both. And put the fan back on your processor, it's not a good idea to start the PC witout any adequate cooling on the processor.

Did you just put this computer or the computer just stop working? Quad core, 4850 video card with a 450w power supply might not be enough. If you can try to use a lower end video card or you might have to invest in a bigger power supply.

Now I've noticed the 450w PSU. That might be your problem, your PC needs more power and your current PSU possibly can't handle that. Try getting a new PSU, let's say a 600w one. Or you could get a 700w PSU if you have enough money.
