How to open new volume on HDD

why does the properties on the new volume say 87% available disk space bu when I open it it says it is empty?

What is this "new volume"? Did you create a Partition on the drive?
Anyway, "87% Available" seems to imply 13% is in use, yet you cannot see any of that. It must be in folders that are hidden from you, like the Windows System folder. Did you have files on this drive before that you deleted? They may still be sitting in the hidden Recycle Bin.
