Laptop does not see driver

Hello,
My dell D630 is not allowing me to load a driver for a Matrox frame grabber. Have the frame grabber installed via an external PCI card enclosure. The drivers for it loaded no problem. But this frame grabber...XP sees the card but won't allow me to load the driver. Frustrating!! Can anyone help?

What brand enclosure? Some have restrictions when used with a laptop. For example, Magma enclosures require the PCI card have a WDM driver.
