How should I install my second fan for Hyer 212+

Currently I have my 1st like this ( -> = air flow)

Case Fan -> 1st Fan ->heatsink ->

Do I want both fans to blow on the heatsink? or make it suck air from it?

The second fan must pull the hot air from the cooler and send it toward the exhaust fan of the case.
