Loss of internet options

I am running windows XP and using IE 8 when I click on tools and then on internet options the Box flashes briefly on screen and disappears. I have run scans using my own Kaspersky internet security and also Norton malware remover but this has not affected the problem.

Do you have sites saved in your "favorites" folder? Save those on your desktop and reinstall the browser. You can save the links with File/Import and export then select "export favorites" to the desktop or My Documents. After you reinstall the IE do the opposite and import them back.
