You probably have the "Hide Desktop tab" policy turned on. If you're on XP
Pro, you can use the Group Policy Editor to turn this off.

- go to Start\Run and enter "gpedit.msc"
- expand User Configuration\Administrative Templates\Control Panel\Display
- double-click "Hide Desktop tab" and disable the policy.
